The published price every off-site deal is measured against

Published figure

Defra sets statutory biodiversity credit prices by habitat tier. They are deliberately priced above the open market to preserve the spatial hierarchy, and are the last resort once on-site, same-LPA and same-NCA options are exhausted.

In practice this sets the ceiling on off-site negotiation. A developer who cannot evidence a compliant off-site option pays the statutory price, so the gap between the two is the value of running a proper search — and the number a planning committee or funder will ask about.
